H4 to H1B conversion

Hi All,

I am in USA on H1B and I have applied H1B for my wife and picked in lottery. We got RFE on the case, before answering the RFE she came to USA and i-94 generated on H4, unfortunately I-94 not printed on I-797B, my employer said we can apply change of status, but we will get some queries, and suggested us, attend interview in Canada/Mexico, I have asked some of my frnds said without USA exp/USA degree Canada/Mexico wont provide H1B.

Can any one help me on this.
