Currently I am on an H1-B extension that is valid through August 2018 with a valid I-94 for employer A in city A. Is it legal to quit working for employer A and start working for employer B(get paid) in city A prior to employer B applying for the H1-B transfer petition?

No. It is illegal. You can't start working for another employer until that employer files the H1 transfer for you.
