H4 EAD can be done coming back from India on H4 visa (currently holding H1B) ?

Here is my scenario
1. I have H1B with I-140 approval and living in US for more than 9 years
2. My wife holds H1 B and working with a company, and recently laid off and can work till January end.
3. Want to convert her status from H1B to H4 and then eventually file a H4 EAD
4. I heard the H1B to H4 conversion and later H4 EAD processing, All these takes more time.

so my question is

Can she go outside the country and come back on H4 after January and file H4 EAD ?
