L1B to H4 EAD

I have few question regarding my wife EAD , I will really appreciate if you resolve them.

My wife is currently on L1B and working for A . I want to file her H4 and EAD both so my questions are below :

1. How much time will it take to file fresh H4 and EAD .
2. When her L1B will become invalid - After filing and getting receipt of H4 or After getting approval only ?
3. Can she resign from her employment after I file for her H4 or we have to wait for approval ?
