Change of Status: H1 to H4 Visa

Hi All,
My wife is currently on H1B from one of the indian MNCs. Her project is getting over on 10th Feb 2017.
I am planning to file her H4 dependent Visa through the https://www.uscis.gov/file-online online portal.
I consulted a lawyer but is charging me quiet. SO my questions to the forum.

1. Is it advisable to fill the I-539 online and complete the procedures.
2. What is the time line to file it given her current project is finishing of on 10th Feb.

Will really appreaciate your advice on this.

1. SO, I need to follow the paper process of filing the I-539 form and fedxed with the all the documents to the USICS?

2. Can you kindly explain it. SO if the company asks her to go back, she will resign. In that case, how many days from suppose 10th Feb usually she has and when do you recommend we need to send the package to USICS.

2. According to recently enacted rules, he will remain in status for 60 days after termination of work, unless his I-94 expires sooner. He should be able to file I-539 as long as it's received within that time.
