Can you travel to US while H-1B is pending?

Hi,

I am living outside of the US and I will be applying H1B again this year. My friend is getting married in the US year. Would I be able to visit him while my H-1B petition is pending on a tourist visa?

You can if the purpose of the visit is just to attend the wedding.
