Did anyone successfully complete stamping and receive their passports since the Executive order to cancel DropBox was passed on 1/27 ?

One of my colleague got the Visa issued. He dropped on Jan 30th and got status updated Issued on Feb 2nd. Work for mid size IT company (10 K employees) and direct client.
