H1B Transfer from Emp B to Emp C without getting pettition approval of Emp C

Hello, Previously i worked for employer A (i94 /H1B valid till 08/2018 after extension) and now i started working with employer B with the receipt notice (transfer approval is still pending - Non Premium Processing). Now i got a better position with employer C and want to transfer my visa with them and work for them.

Is it possible for employer C to file a H1B transfer petition for me without getting the approval applied by employer B?

Could you please help me on this?
