Can my non-Indian wife apply for H4 along with my H1B ?

So I'm married last Month(Register marriage) to my filipino gf.
She is currently on her tourist visa and I'm planning to apply for H1B for this year.

So can My wife who is in India on tourist visa with me apply for H4 along with my H1B application in case I'm shortlisted in lottery ?
