Can a person travel to India in August after applying for Premium visa petition?

A friend of mine is currently on OPT and is planning to apply for H1B visa this April under premium petition. She has unavoidable reasons to travel to India in August. Will the process allow her to travel then in case her petition gets picked in lottery?

H1B application and travel outisde the US have got nothing to do with each other. Travel complications arise only if you apply for green card adjustment of status, in which case you would need to have advance parole or the actual green card itself to travel outside the US. So your friend can travel and come back regardless of the H1B petition, as long as she has a valid visa to return.
