H4 visa holder physical presence in a state

Hi All, I am writing in regards to proving physical presence and making my case stronger to get state residency fee benefit for my masters. I moved to Seattle on July 24th, 2016. I got my State Id card, opened my bank account along with my husband by end of September, 2016. I also got my health and rental insurance by October 2016. But I got added to lease agreement late i.e. by 2017. I got admitted to a university for Sept 2017 term (Autumn term; strts end of Sept 2017) and planning to apply for state resident tuition fees. What are my chances of getting resident fees and how can I make my case stronger?
