H1B 2018 Filling with (MyEmployer & MyVendor)

I am working for my employer based in Texas and found project with a client located in California. I have two layers MyEmployer - > Layer1 -> Layer2-> Client.

MyEmployer(CurrentEmployee) and Layer1(FutureEmployment) would like apply for H1B this year for same client currently I am working. Is this the right way to do, please suggest?
