H1B and H4B Stamping help required

Hello,

Please help me to get some idea how to go ahead for the following case:

My wife has valid petition and needs to go for stamping asap. can she stamp H4 for both of my kids without me...?
I have H1B and searching for some one to extend it and not sure how much time it is going to take. Can I go for H4 later if I dont get any sponsor say after 3 months or so..?
Will she have any problem if she takes kids for stamping without me or is there any consent I need to give them..?

Please let me know if you need any other infor to answer my question.
