Do we need Amendment in this case

Hi Friends

I have a pending Amendment petition, now I'm changing to a differnt client, but the new client is also in same MSA (San Francisco-Oakland-Hayward MSA). In this case do I have to file a amendment, because as per USCIS we have to file amendment only when you change MSA right?
