cancell appointment in mumbai schedule appointment for interview out of india

Hi

I've taken interview appointment for H1B (Aug-06) by paying visa application fee to hdfc bank.
However I'm out of india (In Europe) for next six month on project which can be extended more.

I've following Q's:-
1)Can i cancell my appointment at mumbai consulate and appear for visa interview abroad?
2) Can i trasfer my visa application fees (Which i've paid to HDFC ) to another europian country by any way?
