H1-B Transfer issues

I hear that INS has changed rules for transfer of H1-B visa from one employer to another w.e.f. 1-April-2006. I understand that the current employer has to give NOC for transfer of H-1B visa from him to another. Since I cannot find any info, can I please be advised the correct status?
