Regarding H1b renewal

My H1B got approved on October 2012 and expired on Jan 2014 , i have never traveled to US , can i renew my visa now.

Similar situation as mine... my employer just filed fresh H1B petition but cap-exempt (also, need not follow fresh H1B timetables, can apply cap-exempt anytime of the year as was advised to me).
