    H4 for Spouse

    One of my friend has H1 visa, and she is still in India. Her husband don't have H4 as of now.
    But, her husband's brother who is in US, has applied for him long time.

    Now, the question is... When her husband should go for H4 VISA?
    After she arrive in US? OR Before she leave India? I mean what time is the best time for him to apprear for H4.

    Please advise..
