In USA on B1 visa , have approved H1B petition

One of my friend is here in USA on B1 visa for 2 months and has approved H1B petition from last year.

Can he transfer his H1B petition to other new company?

can He start working for new company immediately after filing the H1B transfer?

Does he have to go for stamping once H1B is approved?

Please let me know if anybody has similar experience.

Yes.
No. He can only work upon approval of the COS.
Most likely yes, COS from B1 to H1 are not approved often.

One big factor is time. A COS to H1 can take months as premium processing is currently suspended, your friend might lose the B1 status (due to B1 I-94 expiry) in the meantime while waiting for COS decision.
