H1B to H4 - Immediate Help Please

My wife is on H1B and her project going to end in 15days. We would like to apply H4 for her. If I apply COS H1 to H4, can she stop working ? I mean is she will be on H4? Or she needs to work until H4 is approved?

As soon as she applies for H4, she can stop working if she wants to. She will be in change of status.
