US Visa stamping in United Kingdom or some other country in Europe

My wife wants to travel to United Kingdom for a holiday. She has a valid I-797 but her current visa is not stamped. I want to know if she can get her USA visa stamped in United Kingdom if she is travelling to that country for a short holiday.

Check on the website of that consulate. Generally, they do not allow Third Country nationals if one is on a visitor visa.
