Nonprofit H1B premium processing - scientific research

Hi,

Can all nonprofit H1B applications request for expedited processing? USCIS website states -

USCIS may expedite a petition or application if it meets one or more of the following criteria:

-Nonprofit organization whose request is in furtherance of the cultural and social interests of the United States

Does this apply to nonprofit organizations like Universities with jobs involving scientific research? Because "social and cultural" is a bit confusing. Does anybody have any experience or insights on this?

Only one example is given in the USCIS Policy Manual:

"an organization broadcasting in regional areas to promote democratic interests"

So not only do individual adjudicators have broad discretion in granting expedited handling on a case-by-case basis, apparently they get minimal guidance on when it is appropriate to do so

Precisely, the criteria is not clear.

Can scientific research at a university further cultural and social interests? This is what I am trying to get help from this forum for.

Anything could conceivably further some purpose, but it would be up to your employer to cogently articulate why it's petition is deserving of a general expedite

You can try drafting a narrative and see if it passes the smell test

Doesn't sound like a slam dunk
