Can I use my degree for transferring F1 to H1b?

Hello All,

In 2015, my previous employer sponsored me with H1b visa using my bachelor degree: Economics and Title is Operation Research Analysts. In 2016, I quite my job and transferred my H1b visa to F1. Right now, I have a Computer Information System Master's degree, can I use this computer degree to apply H1b as a software engineer from F1?
