H1-B extension RFE

Hi All

Iam working with employer A from last one year .My employer applied H1-B extension and got 2nd RFE from USCIS.
I heard recent rejection rate is very high for H1-B exteions and saying leave country with in 30 days.

I need few clarifications on this

1) If my RFE with Employer A rejects then can i transfer my petition to another employer B.
I am having another 4 years of cap-exception period.
2)If extension with employer A rejccts then can i work empolyer B with H1-B receipt notice or in 30 days period employer B petions needs to approved?
