H1B visa transfer/ New petitioner Name Rules

Hi All,

I am holding H1B visa stamped and now its (visa) validity is lapsed( I have not traveled to US yet) . Can i transfer my H1B visa with New Petitioner/Company. If yes how much time it takes in changing new Petitioner .

I have a details of my I797 form
