Did anybody applied H1B through Reliant Vision? Are they genuine and refund money in case not selected on lottery? After Visa approved, they help to arrange interview in India and in USA?

As far as I know you first need a job offer, before you can apply for the H1B. Therefore, the interview will need to be before, not after.

Fees paid to the US Government for visa applications, are not refundable.

Usually the recruiter (staffing agency) gets paid by the prospective employer. The employer also pays all fees related to the visa. Sometimes relocation will also be reimbursed.
