Can H1B stamping done from Frankfurt

Hello,
I had a direct offer from a company in USA. Since the H1 b quota is opening in Oct they asked me to join their office in Germany. After I get my approval can I go for stamping at US consulate in frankfurt along with my wife (who will be on H4). Or I will have to go to India? If I am going to Indian which consulate I will have to go to? Since I am a native of Bihar Can i go to Calcutta or I can go anywhere?

Is there anyway to find this in advance which country I can go for stamping?

You have to tell in advance that you would be going to Germany based US Consulate for H1-B stamping, which would be recorded in I-129 form. If you tell the attorneys of your employers in advance, then they would be able to take care. You need not go to India just for H1-B stamping, thats for sure.
