H1 to H4 COS

Hi,

I am planning to apply COS from H1 to H4 in US.
1) Once I apply COS, will my H1B clock stop immediately so that I can save remaining H1 period?
2) If it stops, will it stop immediately after applying COS or it stops only after H4 approval which is now taking 4-5months?
