T&M SOW for clarifying RFE status on H1B VISA ?

RFE on H1b Ammendment - Location change.


Hi,
My friend has received RFE status last month, and he has been asked to submit SOW.
He has a T&M SOW valid for an year.

Does T&M ( time & material project ) align with H1b clauses ? Or its just expected to be an FPP ( Fixed Price Project ).

Could anyone please advice on this ?
