I 140 Receipt Notice delay

Its been more than 15 days now after my I 140 was filed under premium processing & I have not yet received my receipt notice or any form of communication from USCIS so want to find out if this is a normal situation & if anyone was in this same situation can share his or her personal experiences.
What do I do now since the 15 days for premium processing are over & I haven't received my receipt notice from uscis?
My last question is do the 15 days clock for premium processing start to countdown after I receive my receipt notice meaning to say that USCIS can only start to process my petition after they issue me my receipt notice & before that they will not be processing my petition even if they received it?
