H1B Amendment Premium processing

My petition is of 2016 and approved till July 2019. My VISA is stamped and I have not travelled yet. But now due to unavoidable circumstances client name has to be changed that requires an amendment.

On 08/28 there is a circular on temporarily suspending the premium processing till Feb 2019. Question is, will it be applicable to my case as-well, meaning to 2016 in-cap approved petition?
