H1B Transfer when Cap processing is pending

I am working on H4 EAD for Company A (Direct with an American Company)

Company B applied for H1B (consular processing) in 2018. Was picked in the lottery and received a RFE. Company B could not answer the RFE as it is elaborate.

Now, the HR from Company A asked if they can transfer the H1B.

So is it possible to transfer a H1B that is picked up in the lottery and pending approval?
