    H1-B transfer during renewal process

    My H1-B Visa expired in Sept 2018 and employer has applied for renewal. I have got 2nd RFE because my LCA salary does not match the W2 (because my LCA has wages + per diem but W2 has only wages because per diem is not taxable). Does this happen? What are my options here?
    Also, can I file for an H1-B transfer with another employer now?
