H4 / H4EAD while applying for H1B

I was unlucky in the last few H1B lotteries and was transferred to a remote office outside the US. My company will be applying for my H1B this year (April 1st, 2019). My spouse works in the US on a valid H1B - can I apply for the H4/H4EAD (she will get her i140 this month) while my company applies parallely for the H1B this year? I would like to visit her on a monthly basis until hopefully my H1b gets picked and I can work in the US from october 1st 2019

Would the H4 jeopordize my H1b chances (both lottery and processing), or vice-versa? Can I travel on the H4 visa while my H1B is in processing (hopefully until 1st Oct, 2019) ?
