Received email from uscis saying last action taken on Feb

We replied new H1B RFE on 31st October, 2018. Since then it is showing ?RFE Response Received?. My attorney follows up and I received an email from USCIS saying the below.

"
We will notify you when your case status changes. We last took action on your case on February 12, 2019."

We did not get any intimation from USCIS so far. What the above message means?
