H1 Re-stamping

My H1 visa has expired, is it mandatory for me to get it re-stamped it from my home country (India) or I can go to Mexico or canada for doing that?

Individuals who graduated from a university in the U.S. or who already obtained an H-1B visa from their home country may usually third country national process for an H-1B visa. This means they may apply at a consulate in Canada or Mexico.

If the person is denied the visa at the consulate in Canada or Mexico, s/he must return to his/her home country to obtain a visa before returning to the U.S. If you apply for a visa in one of these countries, the return after 30 day visa revalidation provision does not apply anymore.
