    Do i need to do fresh h1b processing or can i tranfer my h1b with 221g

    I had attended for h1b at chennai consulate.But, I have been given form 221g.There is a delay in submitting additional documents by the petitioner.
    Hence my question is:
    Can I transfer my existing h1b under 221g to a different petitioner or
    Do I need to apply for H1b afresh.
    Pls. guide me regarding this issue.
