query regarding 7th year H1 extension

hi,
I've got my PERM approved in july 2006..also got my labor approved ..I've to get 7th yr H1 extension in April 2007..

now I want to find out if I do my I-140 premium processing then can I file for H1 extension with that ? also do I get 3 years extension with that?

also what else can be done to get the 7th yr. extension ? I've heard that if your PERM is less than 1yr old before the 7th year extension is due then they don't approve the 1yr extension ..is that correct?

I would appreciate if someone can help me with that...
