221(g) very peculiar query (Notarized Docs)

Hi,

Visa Officer given me 221(g) in June at Chennai consulate.
As per the 221(g) I need to submit the document which is a different. i.e.,

'Notarized letter from Petitioner stating howmuch money the Company invested in R&D for it's products in 2005'

I asked my petitioner several times to get the document. They are telling that it is highly risk to them to sumbit to the US Consulate.

This is my present status.

could anybody faced the same problem earlier?

Please let me know if there are any alternatives for this problem.
