H1 Processing for Singapore PR holder

Hi

One of my friend is a Indian Citizen and Singapore PR and wants to apply for H1. I've the following questions abt processing his H1.

- Does he fall under the H1 cap for singapore or the general cap?

- Can the employer (once he finds one) apply for his H1 right away or shoud he wait till the quota opens in March?

- If he become a singapore citizen is the h1 processing it any different than he being a Indian citizen?
