can i get H1B visa stamping in dubai with following condition

i am currently working in blore and would be moving to dubai next month
now in dubai the employer takes the passport
now for stamping how many days is the passport taken by US consulate
or is it not taken?

also i would like to know that when the H1b visa processing starts in march at US which applications are given the preference...?
