H1 Transfer

Hi,

I transfer my H1B from company A to company B due to the change in employer. I already joined the company B and working for them. My H1B has approved now and company is not giving me the H1B approval papers.

1. Is this legal for the company to keep H1B approval ?
2. What is the ground how can I get the approval papers from Company ?

Please advice at the earliest.
