L1 to H1

My Husband is on an L1 here. He wants to switch to H1 now.
Can he get it applied from multiple Employers when the quota opens
In April? Does that pose any problems? What happens if it gets approved
From both?

Yes, he can apply from multiple employers.

That is not a problem for him but he will be wasting the quota and others will not be able to use those numbers.
