Query on H1 rules

Hi,

My query is on petition filed for visa approval.

I am Mechanical engineering graduate, working in software industry and I have 3 years of experience till now. But when I spoke to one of consultancies he said for those who have non-computer science degree, they should have at least 4 years of experience in IT industry. So I just wanted to know whether it is true or not?
