Can I apply for H1-B without having an OPT ?

Hi,

I'm doing my MS here in the US and I have an offer letter from the company that wants to hire me. I've applied for my OPT but it is taking too long for them to process it. I would like to know if I can apply for my H-1B without having my OPT ? Also, Can I apply for it with my bachelor's degree from India ? And how much time would it take for getting the approval if premium processing is done.
