---- Yes, H1 and H4 holder can study while in the US at an US University

---- For H1 they can take up part time, evening, extended courses (instead of 2 years it takes 3 years for completion). If you take up full time courses it would depend on the employer and teh time you can spare

---- H4 holders can take up full time, part time and other courses

---- In both the cases you have to pay different fees depending on the state of residence within US
