End of OPT, Pending H1 then RFE

Subramanya, Any suggestions on the following case for me? I would truly appreciate your insight.
My company applied for my first H1 with receipt date of May 19,2006. My case underwent background check. RFE received in February 2007 (OPT ended on January 2007)! I am not working now, Premium processed it and waiting for decision. My 60th day grace period from the OPT is coming to an end in few days so I decided to instate my I20 and sign up for classes.
1) Does receiving an RFE means that the background check is over?
2) IF the RFE doesnt go through, I will have to reapply on April 1st and wont be able to work until Oct. 1 right?
3) If RFE doesnt go through, I will have to take classes to maintain my status. How long after the end of the 60 day grace period and before the beginning of classes can I wait. Clases start mid-may?
4) If I go back to school for the summer, then would I get another 60 day grace period? I just want to make sure I won't have to leave the US until October 1st and right after the end of my classes and make sure I am in status.
5) Is receiving an RFE a very bad sign? I am a PR Specialist for a small law firm, the law firm needs someone to work on the marketing yet the size of the law firm and the fact that I am the 1st one employed in this position can be a problem? The firm does want to expand and does need the Marketing.

Any help would be appreciated.
