H1 to H4 Visa Transfer - Urgent

I am currently on H1B visa. I would like to leave my job and convert to an H4 Visa. Please help me with the following:

1) I have to give a 3 week notice before leaving the job. When should I apply for the visa transfer? Before I give the notice or after?

2) In future, if I want to convert to H1B visa again, will I be subject to the H1B cap?

---- That depends on how many years you have left on H1. If you have completed 6 years or nearing it then it is a different issue. Assuming, you have more than 1 year left then you can apply for a year's extesnion or transfer
