H1 is on hold can my employer apply for L1?

Hi ,
My H1 is on hold since 16th Oct 06, no response from their side now my employer is asking if they can apply L1 for me.
Can any one please tell me, is it valid to apply L1 or not if my H1 is On Hold?

221(g) Application proceesing information

The Consular Officer issued me 221(g) stating that Application processing Information that states that The petetion is being returned to USCIS for further review. Upon completion of the review, USCIS will contact your petitioner. Please wait for a notification from the consulate before returning. This was return on Application proceesing Information of 221(g)

They took my Original H1 B, I129,LCA and Education evaluation, Photocopies of My educational certificates, my experience letter and Client letter.

What I have to do now? Is there any chances of reviewing of my petition in this case and getting of my visa ?

regarding 221(g)

even i faced the same problem, he took xerox of my educational degree and told me he will get back to me in a weeks time but 6 months have been passed there is no sign from consulate(mumbai).
