Lost Passport and I-94

I was a victim of Theft and I lost my passport and I-94.I applied for duplicate copy of I-94 registerd a police complaint waiting to get a copy of police complaint. I came to US recently and I did not applied for SSN.
Can anybody let me know if I have to have a valid visa in my passport to apply for SSN after getting duplicate passport.
If so do I need to travel back to home country or any other country?
and usually how long will it takes to get a duplicate I-94
